Quick reference. New-home average ≈ ¥18,873/㎡. Minimum down payment is 15% for a first home. VAT on resales under two years dropped to 3% (from 5%) as of Jan 2026. The golden rule: foreigners may buy one home, for self-use only — no renting it out.
Can foreigners buy in 2026?
Yes, with conditions. Suzhou removed the local residency-length requirement, but national rules still apply to all foreign buyers.
- Self-use principle. You may buy one residential property and must live in it — not rent it out. Buying in SIP and acting as an absentee landlord breaks the law; local authorities enforce it and violators risk fines or forced sale.
- 70-year land use. All land is state-owned; you buy a 70-year land-use right. Under the 2021 Civil Code, residential land-use rights auto-renew at expiry (the renewal fee standard is still being studied).
- Talent treatment. Hold an A- or B-class work-permit "High-Level Talent card"? Raise it early — you may qualify for a municipal housing subsidy or a lower 公积金 (housing fund) loan rate.
What do Suzhou homes cost?
Prices hinge on proximity to the tech and business core. The market has cooled from its peak and now favours buyers.
| Area / type | Avg price (CNY/㎡) | Note |
|---|---|---|
| City-wide (new home) | ~18,873 | Baseline |
| City-wide (second-hand) | ~22,264 | Older prime-location stock |
| SIP (ordinary) | 40,000 – 55,000 | Typical expat district |
| SIP (high-end) | 50,000 – 65,000 | Executive communities |
| SND | 25,000 – 45,000 | Better value; varies by distance to tech park |

Mortgage & tax
First home needs 15% down, second home 25%. Mortgage rates sit at 3.2–3.8%. Big banks (Bank of China, ICBC) do lend to foreigners, but branches hold their own quotas and some dislike the passport paperwork — get pre-approval before paying any non-refundable deposit.
The big recent tax change: from 1 Jan 2026, VAT on resales under two years fell from 5% to 3%; hold over two years and VAT is 0%.
Five-step purchase
- Register your address. Within 24 hours of arrival, complete temporary accommodation registration via the "苏州市公安局" WeChat portal's exit-entry service.
- Check the 涉外预售证. For new homes, ask if the developer holds the foreign-pre-sale permit — not all do. If not, walk away.
- National Security Review. Second-hand purchases trigger a mandatory review. Standard procedure, but it adds about two weeks to the timeline.
- Document notarization. Local buyers just sign; you must have your passport and final contract notarized by a designated Suzhou translator/notary before the registration centre accepts the title transfer.
- FX settlement. China caps personal foreign-exchange conversion at US$50,000/year. You can't simply wire ¥1,000,000 in. Bring the official purchase contract to a bank for a specific "结汇" (settlement) procedure that legally bypasses the annual limit for your down payment.
Suzhou vs Shanghai
With Suzhou 25 minutes from Hongqiao by high-speed rail, many weigh buying in Shanghai. Suzhou wins on cost: Pudong prices run about 45–55% higher per ㎡ than SIP. Both cities have low rental yields (~1.5–1.8%), so these markets suit buying-to-live, not pure investment. If your work lets you root in Suzhou, the entry barrier is far lower.
