Quick reference (2026). Base electricity is ¥0.5283 / kWh. The must-have app is 苏周到 (Su Zhou Dao). Watch out: November and December bills often spike as you hit the annual tier cap.

Your cost depends heavily on annual usage.

Understanding the billing system
The tiered-electricity trap
The annual tier system catches first-year residents off guard. You get a 4,800 kWh "Tier 1" cheap quota. Once used up, the rest of the calendar year bills at Tier 2 or 3. Because the quota resets on 1 January, November and December bills are almost always the year's most expensive.
Water resource tax
China adjusted the water resource tax in late 2024. As a tenant, your bill won't change much — the adjustment mainly hits wasteful commercial users with heavy fines.
Heating & temperature
Suzhou sits south of the Huaihe heating line, so there is no municipal central heating. Winters are bitterly damp-cold; you may run split AC or a private gas boiler around the clock from December to February. That's the main reason people blow the electricity quota by year-end.
Typical monthly budget
| Household | Summer (AC) | Winter (heating) | Spring / Autumn |
|---|---|---|---|
| Single (60 m²) | ¥350 – ¥500 | ¥450 – ¥600 | ¥250 – ¥350 |
| Family (100 m²) | ¥600 – ¥800 | ¥800 – ¥1,200 | ¥400 – ¥600 |
Setup: step by step
- Get the accommodation registration form. Without the police-issued form, you can't put utilities in your name or install home broadband.
- Download 苏周到 (Su Zhou Dao). Alipay handles most payments, but this official municipal app covers detailed local bills and outage notices.
- Set up internet in person. Take your passport and lease to a China Telecom / Unicom / Mobile service hall for fibre installation.
- Order drinking water. Don't drink tap water directly. Most people subscribe to 19 L barrel delivery.
Essential digital tools
- Alipay / WeChat: the simplest for expats. Search the "生活缴费" (Utilities) mini-program, enter your account, and turn on auto-pay to avoid late fees.
- 苏周到 (Su Zhou Dao): the official local government app — great for municipal notices and direct payment, though the UI is a bit clunky.
- 网上国网 (State Grid app): handy if you want to track daily usage or see how much Tier-1 quota remains.
Suzhou vs Shanghai (utilities)
| Metric | Suzhou (2026) | Shanghai (2026) |
|---|---|---|
| Unit rate | Same (set by State Grid nationally) | |
| Total bill | Usually higher (expats rent bigger flats) | Usually lower (smaller flats) |
| Home fibre | Cheaper | Pricier |
Common mistakes
- No tipping. Tipping repair workers isn't a local custom — offering cash embarrasses them and may breach company anti-bribery rules.
- Forgetting the tier reset. Budget for the Q4 overage bill — the most common financial slip-up.
- Drinking tap water. Boiling kills bacteria but not heavy metals or industrial residue from old pipes. Use a strong filter or barrel water.
- Wi-Fi without the registration form. The service hall will simply refuse your application.
