2026 utility rates

Hangzhou bills utilities on an annual tiered system — the more you use across the year, the higher the per-unit rate.

Electricity (State Grid Hangzhou)

Annual usagePrice / kWh
Tier 1: 0 – 2,760 kWh¥0.538
Tier 2: 2,761 – 4,800 kWh¥0.588
Tier 3: 4,800 kWh+¥0.838

Many residents choose peak/valley pricing: peak (08:00–22:00) ~¥0.568/kWh; valley (22:00–08:00) as low as ¥0.288/kWh. Running the washing machine or dryer after 22:00 roughly halves the cost.

Water (Hangzhou Water Group)

Includes a mandatory ¥1.00 / m³ sewage fee.

Annual usageTotal price / m³
Tier 1: 0 – 216 m³¥2.90
Tier 2: 216 – 300 m³¥3.85
Tier 3: 300 m³+¥6.70

Gas (Hangzhou Gas Group)

Annual usagePrice / m³
Tier 1: 0 – 360 m³¥3.10
Tier 2: 360 – 600 m³¥3.72
Tier 3: 600 m³+¥4.65

Internet & mobile

  • Providers: China Telecom, China Unicom and China Mobile. 1000 Mbps fibre is the 2026 standard for homes.
  • 1000 Mbps: ¥150 – ¥220 / month, usually bundled with 1–2 SIM cards and 60 GB+ mobile data.
  • 500 Mbps: ¥100 – ¥130 / month.
  • Installation: ¥100 – ¥200, often waived on a two-year contract.
  • VPN: to reach Google / Western social media you'll need a VPN. Install it before you arrive — accessing VPN sites from inside China is restricted.

Setup: first steps

  1. Register with police. Within 24 hours of moving in, complete Temporary Residence Registration — this links your address to the digital platforms.
  2. Download 浙里办 (Zhe Li Ban). Essential for social security, residence permits and utility linking. It's Chinese-only, so use on-screen translation or Alipay's translate feature.
  3. Bind payment. Link your international Visa / Mastercard to Alipay or WeChat.
  4. Pay via City Services. Use the "City Services" (城市服务) function in Alipay or WeChat to top up all utilities.

Heating in Hangzhou

Unlike northern China, Hangzhou has no city-wide central heating. Residents rely on:

  • AC (heating mode): the most common — but dry and power-hungry.
  • Electric floor heating: common in newer / premium flats; very comfortable but pushes winter electricity into Tier 3.
  • Electric heaters: bought locally for spot heating a single room.

Add ¥100–¥220 / month for fibre on top, depending on speed.

Common mistakes

  • The December tier trap. Tiered usage resets on 1 January. Heavy electric heating in December can push you into Tier 3, making December heating ~50% more expensive than the same usage in January.
  • Smart-meter cutoff. Pre-paid balances that hit zero auto-cut power/water. Keep a balance or enable Alipay auto top-up.
  • No English in utility apps. The official 网上国网 (State Grid) app has no full English interface as of early 2026 — use Alipay's in-app translation for bills.
  • Mandatory waste sorting. Since 2025 Hangzhou enforces strict 4-category sorting (recyclable, hazardous, kitchen, other). Use the community stations or the municipal mini-program.

FAQ

Is tap water drinkable? No — boil it or use a filter. Bottled-water delivery is also common.

How do I pay gas without a Chinese ID? You can't fully activate gas online. First visit a Hangzhou Gas Group service hall with your passport for real-name registration, then bind the account to Alipay for top-ups.

Is there an English grid app? No. Most foreigners use Alipay's bill-pay translation.

Are landlines common? No — residential landlines are essentially extinct by 2026; operators offer VOIP only to business users.
